Switchboards were used for the original telephones. You would call an operator, and they'd use a switchboard and connect you to who you wanted to call. Basically, he's saying that all the parents would be calling him up if they closed school early.

8:50 The Bell Jar is a pretty dark book written by a author who went on to kill herself. It's assigned in a lot of American schools. So it was part of JD setting up the idea HC killed herself.
