Returning characters update

After a lot of thinking, I decided not tocarry overthe votes of characters that were suggested multiple times between polls as that was a hasty decision, especially the limit of three times a character can be chosen before being blocked, which will be removed as well, so from now on any characters can be suggested at any time without limits. (don't write important things at 2AM, folks)Maybe, I'll go back to carryover votes in the future, ...
