The marine versions are called Vice Admirals while the pirate versions are called Notorious Pirates (rip bandits for now I guess). and they work a bit differently.
When a world is created a set of 15 of these (per faction) is created, randomized names, titles, abilities, the whole shitck. The difference is they're permanent, they're part of the world. They evolve, gain higher bounties and doriki and learn new moves over time as you the world progresses, meaning you can find the same pirate multiple times throughout the world, until you kill them that is, once you do they're gone forever and eventually a new one will take their place. Its also worth noting that these NPCs are designed to give you stable doriki/hakiexp, not a lot of it mind you, but the plan is to make ender farms obsolete by giving players options to do actual content to max instead of just sitting in place, of course it won't actually eliminate farms since some people want to AFK farm but hey, having options is good :D
Here's a simulation of time passing, for the sake of showing their evolution. I'm increasing my doriki to max and moving forward in time using commands, I've also disabled them getting perma dead to showcase this, but normally if they die they're out for good. Obviously the longer the live the stronger they'll get and more rewards you'll get.
Do keep in mind some of them might decide to come after you (especially if you're a pirate and they're a marine), so there's a balance here, maybe you want to weed them out early for less rewards or wait til they're powered up for bigger rewards but a chance of dying.
Showing some randomized name patterns with titles (fun fact, all of these are real names of real pirates/privateers, most of them from the golden age of piracy as Oda seems to favor those as well in his names)
They can also use fruit abilities now (when the config for such is enabled). This also means fruit reincarnation will work with them so you can count this as another way of obtaining fruits on land. However not all fruits are available, as noted in a different post about Buggy, morphs are kinda hardcoded for players only in this version, so sadly that won't be available. However it already got fixed for the 1.20.1 port so they'll all be available eventually.
This is in 1.20.1 showing that regular NPCs can easily transform into zoans. (1.20.1 going really smooth too btw)
So how many fruits can they use ? At the moment only about 20 of them, with about 35-40 being planned til the update drops, at the moment those 20 are only paramecias so add to those 10 more logias and some more paramecias that can work for npcs and ya got the most interesting fruits done. Obviously some fruits I won't even bother with much...like Nagi or Mane.
Poor marine spawned with Suke and without advanced haki, had no chance.
But wait, there's more, remember those wanted posters about finding them ? Technically still there, however the system got expanded into an open world events system, these events are time gated so if you want to ignore them you can without being locked out of that area. So for example once you get a poster the target will be there for ~10 (real life) minutes after which the event is gone. There's still much to work on these events besides these notorious npcs, so nothing big to show yet :3
But there's so much more planned with these :) soon:tm: there will be entire faction wars, quest chains for different factions and maybe even more, I'm really pumped on this PvE content and I intend to make the world as alive as possible with these. we gon take down the WG with these updates damn it

I have to say it once again: Stumbling over this mod back im 1.7.10 is a gift that gives giving! So much has changed to the better and I can’t wait to play this with my friends.
